Lifting Manager responsibilities and experience and certification include 1.Coordinate all lifting resources across the entire project, including crane rental, lifting gear procurement, and scheduling of lifting crews.

2.Control labor costs for lifting works, recruit lifting personnel, and liaise with labor subcontractors in line with labor subcontract agreements.

3.Coordinate lifting work plans across civil, piping, mechanical and HSE departments.

4.Manage subordinate Lifting APs, Lifting Supervisors and all lifting crews; prepare monthly lifting progress reports, coordinate equipment maintenance, and handle claims and settlement related to lifting operations.

Lifting AP responsibilities and experience and certification include

1. Prepare, calculate, review and sign all lifting plans, including routine lifting, critical high-risk lifting, tandem lifting, blind-area lifting and heavy component lifting; complete all calculations such as ground bearing capacity, sling angle and rated load.

2. Issue official lifting Permit to Work (PTW). No lifting operation shall commence without approval from the Lifting Authorized Person.

3. Carry out lifting risk assessment, and prepare Job Safety Analysis (JSA) as well as special lifting construction plans.

4. Verify all valid qualification certificates of crane operators, signalmen, riggers and lifting supervisors. Remove unqualified personnel and bar them from participating in lifting operations.

5. Inspect cranes, lifting equipment, slings, shackles and all lifting accessories, and specify the judging criteria for scrapping damaged equipment.

6. Be stationed on-site throughout all critical high-risk lifting activities, with full authority to stop any unsafe lifting operation at any time.

7. Take the lead in investigating lifting near-miss incidents and safety accidents, prepare records of corrective actions, and file all lifting documents until project completion and handover.

Holders of LEEA Lifting Authorised Person Certificate (valid for 3 years) comply with international standards BS7121 and LOLER. International contractors may alternatively hold CPCS A61 Certificate or TÜV Rheinland Gulf Region Lifting Authorised Person Certificate.

Lifting Engineer responsibilities and experience and certification include

1. Prepare complete calculation documents, lifting drawings and special construction plans for critical lifting, tandem lifting and heavy equipment lifting.

2. Review crane selection, outrigger foundation calculation and mechanical verification for lifting works in restricted high-altitude spaces.

3. Examine lifting plans submitted by subcontractors and issue formal technical approval comments.

4. Coordinate with design institutes and the Client’s PMT to conduct technical disclosure and plan demonstration for lifting operations.

4.Hold Corresponding Certificates

Registration Certificate from the Saudi Council of Engineers (SCE); LEEA certification and heavy-lift calculation qualification. NEBOSH safety certificate is a mandatory requirement for certain projects.

Lifting Supervisor responsibilities and experience and certification include 1. Implement the lifting plans approved and issued by the Lifting Authorized Person, and arrange daily on-site lifting operations as a whole.

2. Conduct daily pre-work safety toolbox talks for lifting works, and assign operation tasks to riggers and signalmen.

3. Inspect lifting tools and cranes prior to daily operations, and maintain complete inspection records.

4. Supervise the entire on-site lifting process to ensure all operations fully comply with the approved special construction plans.

5. Immediately report unsafe working conditions, equipment faults and potential lifting hazards to the Lifting Authorized Person once discovered.

Certified Lifting Supervisor, who shall hold at minimum Level 2 Crane Operator Certificate.
