Asphalt Division Manager – Construction & Road Infrastructure

As Asphalt Division Manager, you’ll oversee the entire asphalt lifecycle—from mix design and raw materials to production, paving, and sales—ensuring quality, efficiency, and profitability in our heavy civil and infrastructure initiatives.

Key Responsibilities:

– Lead mix design development, testing, and approvals per client specs and standards (AASHTO, ASTM, BS EN, MoT, Aramco, RC, Qiddiya, etc.).

– Oversee lab testing for aggregates, bitumen, and mixes; implement innovations like polymer-modified or warm-mix technologies.

– Coordinate with Engineering and QA/QC for performance testing, trials, and submittals; maintain mix design databases.

– Evaluate and approve raw material sources; audit quarries/suppliers for consistency and compliance.

– Monitor stockpiles, moisture, and gradation; collaborate with Procurement for quality assurance.

– Plan and control asphalt production schedules for internal/external demands; manage plant operations, calibration, and maintenance.

– Track production metrics like uptime, yield, and waste; enforce safety and housekeeping programs.

– Oversee paving operations, ensuring coordination between teams and compliance with mix designs, compaction, and tolerances.

– Supervise crews for workmanship; review field tests and implement corrections.

– Review lab reports, handle non-conformances, and maintain QMS compliance.

– Analyze costs, set benchmarks, and manage billing/profitability; coordinate with Finance.

– Promote third-party sales, negotiate terms, and ensure customer satisfaction and on-time deliveries.

– Lead and develop teams kingdom-wide; set KPIs, training plans, and ensure policy compliance.

Qualifications:

– Bachelor’s degree in Civil Engineering, Construction Management, Materials Science, or related field; Master’s or relevant certifications (e.g., PMP, asphalt-specific credentials) preferred.

– 15+ years of experience in asphalt production, operations, or management within construction/infrastructure.

– Strong knowledge of asphalt mix design, plant operations, paving techniques, and quality control standards.

– Proficiency in lab testing, cost management, and software like MS Office or asphalt-specific tools.

– Excellent leadership, communication, and negotiation skills for team and stakeholder management.
